The following laws were adopted with consideration of proposals by the President of Ukraine:

“On Single State Demographic Register” with consideration of suggestions by the President of Ukraine

Particularly, people’s deputies agreed with the suggestion by the President of Ukraine that persons who, due to their religious believe refuse the entry of information to contactless electronic media, implanted to the respective form of the document are entitled the right to refuse accepting such document or refuse the entry of information to contactless electronic media.

The Verkhovna Rada upheld also the suggestion according to which, seafarer's identity card is issued for the term of five years.

The respective bill was registered under No. 10492.

“To amend the Law of Ukraine “On Personal Data Protection” 

The Law regulates legal relations connected with protection and processing of personal data. It aims at protecting fundamental rights and freedoms of a person and citizen, particularly, non-interference into personal life connected with personal data processing.  

The law presupposes also extension of rights of the subjects of personal data.

It is also aimed at application of transparency and honesty principles in processing personal data.

People’s deputies took into account all the suggestions by the President of Ukraine.

The respective bill was registered under No. 10472-1.

The following laws were adopted in entirety:

“To amend several legislative acts of Ukraine on regulation of town planning”

The law suggests shortening the terms for receiving town planning conditions and restriction of land plot development stipulating that the period of receiving such documents shall not exceed seven working days; preserving the right to perform preparatory and construction works in case the commissioner of contractor changes without re-legalization of permits and other documents; regulating the issues connected with decision-making in regard to development, approval or amendment of detailed plans of territories outside populated areas, issue of town-planning conditions and restrictions for such construction.

The respective changes shall be made to several legislative acts of Ukraine on regulation of town-planning.

“To amend the Decree of the Cabinet of Ministers of Ukraine “On State Duty” re rates for conducting sate registration of property rights to immovable property

The law imposes sate duty for sate registration of property rights to immovable property, other property right to immovable property, and encumbrance of immovable property rights. The law establishes sate duty rates. Sate duty imposed for the abovementioned actions will come to the Sate Budget of Ukraine.

The respective bill was registered under No. 8296-д.

Law “To amend the Law “On Agricultural Cooperation”

The law was adopted in the new version.

The document determines legal, organizational, economic and financial peculiarities of establishing and operation of agricultural cooperatives.

The law includes the provision according to which the main goal of the state policy in the sector is to create favorable conditions for establishing, formation and development of agricultural cooperatives. 

The respective bill was registered under No. 11221.

“To amend the Land Code of Ukraine” (re circulation of agricultural land)

The law prohibits introducing the right to land plot (share) to statutory assets of economic communities until the law on circulation of agricultural land comes into force, but no sooner than January 1, 2016.

The law stipulates also introduction of moratorium in certain cases of purchase-sale of land plots until the law on circulation of agricultural land comes into force.

The respective bill was registered under No. 11315.

The Verkhovna Rada of Ukraine adopted the Law “To amend the Law of Ukraine “On state service” (re enactment)

The document stipulates that terms of enactment of the Law of Ukraine of November 17, 2011 No. 4050-VI “On State Service of Ukraine” is shifted from January 1, 2013 to January 1, 2014.

The respective bill was registered under No. 11401-1.

The Verkhovna Rada of Ukraine adopted the Law “To Amend the Tax Code of Ukraine (re change of tax and levy rates)”

The law is aimed at annihilating the influence of inflation processes on the tax rates by annual reconsideration of certain tax and levy rates, as well as increasing budgetary income due to increase of certain levies.

The respective bill was registered under No.10687.

The Verkhovna Rada of Ukraine adopted the Law “To amend several laws of Ukraine regarding state regulation and transport and road facilities management”

The Law specifies functions and powers of the executive authority in the respective spheres of social life, as well as obligations and responsibilities of the officials of these bodies and business entities.

A number of legislative acts of Ukraine are to be amended. In particular: the Code of Ukraine on Administrative Infringements, Customs, Water and Air Codes, the Maritime Code and several Laws: "On the Main Principles of state Monitoring  (control) of Economic Activity", "On Road Traffic", "On Transport", "On Railway Transport", "On Functioning of the Single Transport System of Ukraine in the Special Period", "On Transportation of Dangerous Goods", "On Fight against Terrorism", "On Prevention and Counteraction to the Legalization (Laundering) of the Proceeds from Crime", "On Urban Electric Transport", " On Special State Transport Service" and " On Motor Transport ".

The respective bill was registered under No. 10458.

"To amend the Law "On power industry" (re promotion of generation of electrical energy from alternative sources)

The Law determines the notions "micro hydropower plant", "mini hydropower plant", "wind power-station", "launch system of a power station"; determines that electric power produced from sun radiation by power industry objects on the roofs of private households, the capacity of which does not exceed 16 kW, is purchased in the amounts not exceeding power consumption by such households at the "green" tariff by power suppliers for consumption on the territory of their licensed activity.

The Law provides the list of business entities for whom the “green” tariff is established, as well as the amount of such a tariff.

The Verkhovna Rada of Ukraine adopted the Law “To Amend Several Legislative Acts of Ukraine regarding Employment of Persons with Disabilities”

To support employment of the persons with disabilities and to encourage employers to create workplaces for the people of the said category of population, the law amends and supplements the Code of Ukraine on Administrative Infringements, and the laws "On the fundamentals of social security of the persons with disabilities in Ukraine", "On rehabilitation of persons with disabilities in Ukraine", "On the mandatory state retirement insurance", and "On collection and administration of a single fee for mandatory state retirement insurance."

The respective bill was registered under No.9438.

The Verkhovna Rada of Ukraine adopted the Law “On Formation and Placement of State Commission on Preparation of Specialists, Researchers, Teachers and Workers; Professional Development and Continuing Education”

The law regulates the peculiarities of relations arising in connection with formation and placement of state commission on preparation of specialists, researchers, teachers and workers, professional development and continuing education.

The respective bill was registered under No. 10720.

The Verkhovna Rada of Ukraine adopted the Law “To Amend Several Laws of Ukraine regarding Improvement of Vocational Training Management”

The law amends the laws "On Local Self-Government in Ukraine" and "On Vocational Training" by specifying the authorities of local self-government bodies and executive bodies in vocational education management by temporary transferring some powers of the respective central executive bodies on management of state-owned vocational training institutions to the Council of Ministers of the Autonomous Republic of Crimea, regional, Kyiv and Sevastopol city state administrations.

The law creates conditions for on-line decision making regarding vocational training management and its financial support, strengthening the role of authorities of local self-government bodies and executive bodies to form labour potential of the country taking into consideration the need of qualified workers in the region.

The Verkhovna Rada of Ukraine adopted the Law “To amend article 2 of the Law of Ukraine “On State Procurement” (re procurement of works connected with operation of the National Bank of Ukraine)

The law proposes to not apply the Law "On State Procurement" to procurement of works connected with design and production of security paper, banknotes, coins and state awards of Ukraine, as well as their storage, transportation and inventory, and operations of the National Bank to administer gold and currency reserves, their placement, purchase and sale on a secondary securities market, and currency transactions.

The respective bill was registered under No. 11386.

The Verkhovna Rada of Ukraine adopted the Law “To amend several legislative acts of Ukraine” (re Guarantee Fund enforcement of obligation concerning warehouse receipts for grain)

The Law was adopted under the title “To amend several legislative acts of Ukraine regarding Guarantee Fund enforcement of obligation concerning warehouse receipts for grain”.

The Law determines that all cornhouses that meet the definition of the Law "On Grain and Grain Market in Ukraine should participate in the Fund.

The Law determines the status of the Guaranty Fund as a state target specialized institution that performs the functions of state administration in ensuring performance of obligations under warehouse documents for grain.

The respective bill was registered under No. 9611.
